lawmakers are expressing at least some optimism that a deal could be reached. mike emanuel has been following all of the developments with us tonight. it sounds like there won't be a vote tonight at this point because there's no deal at least on the senate side. >> that's right. senate majority leader harry reid said we should talk to vice president biden and mitch mcconnell. earlier republicans suggested changing the way inflation is calculated on changes like social security read offered this reaction late in the day. >> i was really grass fied to hear republicans taking command by social security set off the table. this should never have been on the table to begin with. there is still significant difference between the two sides negotiations continue. still time left to reach an agreement. >> meanwhile west virginia democrat joe mansion introduced the calm act trying to soften the blow as the country goes off the fiscal cliff. it would maphase in tax hikes or the years and prioritize spending cuts. he says he's frustrated and tried to do something. >> it was crossing the wires it

. of course, that's the other big issue in this fiscal cliff standoff. we have team fox coverage. mike emanuel is live on capitol hill. but first to ed henry at the white house. ed, it looks as if we are taking the plunge. >> it does, trace. but what i think the white house is hoping here tonight is that lawmakers are going to have some framework by midnight tonight that basically says votes as soon as tomorrow or maybe even in early wee hours, 1:00 a.m., 2:00 a.m. to start moving forward on this so at least the markets get the signal that they will retroactively make sure that the tax rates don't go up. that the massive spending cuts don't take effect. all of this is still hanging in the balance. as you mentioned, conservatives not happy that there are no new spending cuts here. liberals not happy over the fact that they believe the president gave in too much to republicans on taxes setting a threshold of $450,000 a year instead of what they wanted which was 250,000. bottom line the president said that's the art of the compromise today. everyone is not going to get everything that the

all feel the pain. mike emanuel live with the news for us tonight on capitol hill. top democrats seem to be suggesting they cannot cut a deal without republican help. >> well, harris, that is right. and so they are asking what it will take to at least get some republican support. they say time is so critical. they cannot just roll out new legislation only to have the republicans reject it. we know president obama called the top four congressional leaders last night on his way back from hawaii. tomorrow afternoon at the white house will be a meeting between the president and those top four congressional leaders and earlier the top senate democrat expressed concern or frustration saying you cannot legislate with yourself. >> the republicans in the house have left town. the negotiations between the president and the speaker have fallen apart as they have for the last three and a half years. we have tried mightily to get something done. >> now, perhaps in an effort to address that we know late today senator reid who you heard from there went to meet with his counter part senator mcconnell
